Ten is the point where teams stop being optional. A single circle of ten can still run a discussion game, but anything physical or competitive works better split into two fives, and five is a good working team size — small enough that nobody disappears, big enough to cover a few roles.
The other thing that changes at ten is that one person can still run the whole session alone. Past about fifteen you want a second pair of hands. At ten you can explain once, watch the whole group at the same time, and step in when something goes wrong without losing the room.
Space starts to matter here too. Ten people playing anything physical need more room than most indoor halls suggest at first glance, and the games below note their setting requirements.
The ordering puts games designed around this count first, rather than large-group games that technically accept ten.
